The shocking events of 11 September 2001 in the United States drew worldwide attention to the terrorist phenomenon. Specialists from Ireland, the United Kingdom, Sweden, the Netherlands, Germany, France, Spain, Italy and Greece analyse the development of threat perceptions concerning terrorism and counter-terrorist policy-making in their respective countries.
