Amid the vast existence of the ‘Forest Area’, ecological damage and deforestation, and tenure conflicts that continue from year to year, overlapping permits and concessions for exploitation and extraction of natural resources, and the low—not to say the continuing decline —the quality of life of the people living in and around the area considered as ‘Forest Area’, and the persistence of land inequality— the main cause of poverty. Meanwhile, the economic contribution from the forestry sector is insignificant, it can even be said to be very low. After 4 decades of clearing the ‘Forest Area’ and massive deforestation—particularly for log extraction and provision of land for other extractive industries—much of Indonesia’s land can now be referred to as the ‘non-forested area’. Approximately 37% of these non-forested areas are in areas that are still declared as ‘Forest Areas’. Four decades of exploitation of forestry resources, which the government began to promote in the late ‘70s, failed to strengthen Indonesia’s economic transition and to form a strong industrial economic structure.
